In May 1951 a resolution of the Government Presidium on waste paper management was approved, the provisions of which largely related to state administration offices. An extension of the government resolution were the guidelines of the General Directorate of State Archives of February 1952 on the procedure for transferring files of state offices and institutions to waste paper. On their basis, the Ministry of Forestry also implemented in March 1952 ordinances on the management of waste paper and the procedure to be followed when transferring files to waste paper. The article presents the above-mentioned norms, an attempt to implement them and the consequences of the new legal status for the mechanism of destruction of non-archival records based on example of Ministry of Forestry in Warsaw. As a result of these ordinances, the files were divided into categories A and B in the Ministry's file repository, then appropriate lists of files intended for disposal were prepared and the relevant archival authorities were asked for consent to transfer them to waste paper. Unfortunately, this process covered only a small amount of non-archival records from the Ministry's file repository, and the selection of the Ministry's archives was resumed only after a few years (perhaps due to difficulties in the correct classification of individual materials to category A or B, as evidenced by the protocols from the process control such qualification).;
W maju 1951 r. zatwierdzona została uchwała Prezydium Rządu w sprawie gospodarki makulaturą, której zapisy w znacznej mierze odnosiły się do urzędów administracji państwowej. Rozwinięciem uchwały rządowej były wytyczne Naczelnej Dyrekcji Archiwów Państwowych z lutego 1952 r. w sprawie trybu postępowania przy przekazywaniu akt urzędów i instytucji państwowych na makulaturę. Artykuł prezentuje wymienione wyżej normatywy, próbę ich wdrożenia oraz skutki nowego stanu prawnego dla mechanizmu brakowania dokumentacji niearchiwalnej na przykładzie Ministerstwa Leśnictwa w Warszawie. W efekcie w składnicy akt Ministerstwa przeprowadzono podział akt na kategorie A oraz B, następnie przygotowano stosowne spisy akt przeznaczonych na brakowanie i wystąpiono do właściwych władz archiwalnych o wydanie zgody na przekazanie ich na makulaturę. Niestety, proces ten objął tylko niewielkie ilość dokumentacji niearchiwalnej z zasobu składnicy akt Ministerstwa, a do selekcji archiwaliów resortu powrócono dopiero po kilku latach (być może z powodu trudności w prawidłowej kwalifikacji poszczególnych materiałów do kategorii A bądź B, o czym świadczyły protokoły z kontroli przebiegu takiej kwalifikacji).
