  Artykuł dotyczy stosowania prawa łaski na terenie byłego zaboru pruskiego w okresie, gdy głową państwa był Naczelnik Państwa Józef Piłsudski. Ukazano w nim sposób, w jaki Kancelaria Cywilna Naczelnika Państwa stosowała prawo na terenie byłego zaboru pruskiego, oraz przedstawiono dane statystyczne odnoszące się do problematyki przestępstw, systemów prawnych i decyzji podjętych przez Naczelnika Państwa.
