The authors discuss the scope of the recommended amendments and look for an answer to the question of whether an amendment to the Polish Constitution is needed or, instead, a new Constitution should be adopted.;
  Artykuł dotyczy perspektyw i kierunków ewentualnych zmian obowiązującej Konstytucji Rzeczypospolitej Polskiej ze szczególnym uwzględnieniem samorządu terytorialnego. Autorzy rozważają zakres postulowanych zmian i szukają odpowiedzi na pytanie, czy istnieje potrzeba dokonania w Polsce zmiany (nowelizacji) ustawy zasadniczej lub jej rewizji bądź uchwalenia nowej konstytucji.
