  The judgment in the described part addresses the issue of impermissible modification of an act (Act of Parliament) by the provisions of regulations regarding the maintenance of cleanliness and order in the municipality (act of local law). The latter narrowed the circle of subjects authorized to enter public utility buildings together with an assistance dog only for blind people. The problem is simple and should not raise any doubts, but it is worth to indicate, since many authorities have problems with it.;
  Wyrok w przedstawionej części zajmuje się kwestią niedopuszczalnej modyfikacji postanowień ustawy przez postanowienia regulaminu czystości i porządku, który zawęził krąg podmiotów uprawnionych do wchodzenia do obiektów użyteczności publicznej wraz z psem asystującym jedynie do osób niewidomych. Problem jest prosty i nie powinien budzić żadnych wątpliwości, jednak wart jest wskazania, bowiem wiele organów ma z nim problem.
