  In the period of the Polish People's Republic (1944 to 1989), there was a clear disproportion between the practice and the theory of a referendum. Although during the whole period direct elections were held only twice (1946 and 1987), discussions on the chances of holding a referendum had continued all the time. The first referendum that was held was so designed that it allowed the communists to take over power "lawfully." The other election, held shortly before the end of the Polish People's Republic rule, at the time when the political and economic crisis was accelerating, was less successful for the government in office, and failed to secure sufficient support to the leading party. The discussions on the political and legal issues that followed went far beyond the elections, though. Other important issues involved "people's" or "socialist" democracy.;
  Au temps de la Pologne Populaire (du 1944 au 1989) apparaissait une disproportion entre la théorie et la pratique du référendum. D'un côté il n'y avait que deux cas du vote universel directe : l'un en 1946 et le second en 1987. De l'autre côté, pendant tout ce temps se déroulaient les discussions concernantes des possibilités de l'application de cette forme de la consultation populaire. En 1946, le camp communiste se servait le référendum pour légitimer la prise du pouvoir. Quarante ans après, peu avant la chute du régime communiste et en face de la crise politique et économique, les résultats du vote universel ne correspondaient pas aux espérances de l'équipe gouvernante, c'est-à-dire ils ne soutinrent pas du tout la politique du parti communiste. Les discussion sur le rôle de cette institution constituaient un élément stable de la réflection politique et juridique et dépassaient le cadre des commentaires habituels aux votes. A cette occasion on discutait aussi sur la question de la démocratie » populaire « ou » socialiste «
