  The Communist rule in Poland in the years 1944-1950 was only possible owing to the presence of the Red Army that stationed in the Polish territory at that time. Neither the political programme, nor the vision of the political regime of post-war Poland was ever fully disclosed. Instead, the government camouflaged its activities by revoking the principles of parliamentary democracy provided for in the Constitution of March 1921 and other selected institutions of pre-war Poland. Those ‘borrowed’ solutions, however, were subject to a strict control and carried ‘the old form but a new content’. Most of the solutions and state institutions of pre-war Poland that were then referred to concerned the areas of administration and local self-government. And so, although the central administration of the People’s Republic was in the hands of the State National Council (a symbol of the Soviet political regime), it functioned alongside the Polish Committee of National Liberation which was a ‘classic’ governmental-executive’ organ, typical of the central government of the 2nd Republic of Poland (1918-1939) based on the Constitution of 1921. The organisation of territorial administration on the other hand, functioned as a three-pillar system, composed of (i) the newly built structures that followed the Soviet example (national councils), (ii) the centralised government administration following the pre-war model with units headed by voivods or starosts, and (iii) local self-governments represented by national councils of all levels (as legislative organs) and respective units of administration headed by voivods, starosts, city mayors, county heads and wójts (executive organs).;
  Durant les années 1944-1950, le camp communiste gouvernant la Pologne pouvait garder le pouvoir sur ce territoire uniquement grâce à la présence de détachements de l’Armée Rouge. C’est la raison pour laquelle les communistes ne révèlent pas tout leur programme politique ni leur vision du régime pour l’Etat en construction. Ils camouflent leurs actions, en se référant aux principes de la démocratie parlementaire, compris dans la Constitution de mars 1921, et à certaines institutions de Pologne crées avant 1939. Il s’agit à l’époque des emprunts « sous le strict contrôle » et dont le mot d’ordre était « anciennes formes - nouveau contenu ». En ce qui concerne le régime et la politique à cette époque, la plupart des références faites à l’Etat polonais d’avant-guerre concernent le domaine d’administration et des collectivités locales. Au début de la République populaire de Pologne, l’administration centrale est constituée du Conseil National, symbole du régime soviétique et du Comité polonais de la Libération nationale. Ce dernier a adopté la même structure que celle d’un organe gouvernemental et exécutif classique, propre aux autorités centrales de la Deuxième République où la Constitution de mars de 1921 était en vigueur. En revanche, en ce qui concerne l’administration locale (terrain), mis à part la création de nouvelles structures, copiant directement les modèles soviétiques (conseils nationaux), on restitue souvent les structures  d’administration gouvernementale et de collectivités territoriales d’avant-guerre. Par conséquent, dans l’organisation de  l’administration du terrain, on trouve un système de triades - composé de trois parties (piliers) organisationnelles. Le premier pilier, ce sont les conseils nationaux, organes du pouvoir public unique, implantés sur le sol polonais et repris directement du modèle soviétique. En fait, ils réalisent des missions classiques étant du ressort de l’administration publique, notamment en matière  d’administration et de surveillance. Le deuxième pilier est l’administration gouvernementale centralisée (générale et spécifique) avec des voïvodes et des starostes en tête. Le troisième pilier est la collectivité territoriale, représentée par des conseils nationaux de niveau  hiérarchique approprié (organes législatifs) ainsi que les bureaux de voïvodie et de poviats avec voïvodes et starostes en tête, l’administration des villes avec leurs présidents ou bourgmestres et enfin l’administration communale avec le maire (organes exécutifs).
