The decision about the displacement of Germans agreed in Potsdam protocols imposed certain obligations on the administrative organs of the states that were to supervise their transfers. Those obligations included adherence to certain standards of how the transfers were to be organised and humanitarian treatment of the persons being displaced. Those and other details were subsequently set out in various bilateral agreements. The execution of the agreed decisions was subject to control by special bodies of military missions. However, full adherence to the prescribed standards required substantial resources (transport, catering, qualified personnel) which only a stable state was capable of providing. Poland, badly damaged and impoverished after the war, did not meet the required standards. Consequently, the actual realisation of the Potsdam decisions and the displacement operation was not quite as expected. Hence the complaints and criticism of organisational inefficiency and non-humanitarian treatment of the population being displaced. It must be noted though that the central authorities tried hard and did their best to secure adequate fulfilment of their obligations, despite the frequently objective difficulties and conditions that rendered the task impossible to fulfil satisfactorily. Therefore, the critical assessment of the performance of the operation by Polish authorities should take into account the mitigating circumstances described above.;
A Potsdam les chefs des puissances alliées ont imposé aux organes administratives de la Pologne le devoir de la déportation des Allemandes aux zones d'occupation. La déportation fut déterminée par la condition d'observer des standarts d'organisation et humanitaires, c'est que fut décrit detaillement dans les conventions bilatérales. Particulièrement, on a établi le contrôle des missions militaires dans tous les points d'arrivée et de départ. L'exécution de cette opération gigantesque exigaient un accomplissement des conditions, qui ne pourraient être assurées que par un état stable disposant des structures développées d'approvisionnement et celles de transport ainsi que des fonctionnaires bien qualifiés. Il n'y avait pas des conditions nécessaires pour cela en Pologne détruite par la guerre. L'opération du transfert des Allemandes était donc loin de son plan et des postulats. Faites par les autorités des zones d'occupation les reproches nombreuses concernaient le désordre d'organistation ainsi que le manque du traitement humanitaire de la populations déportée. A vrai dire les autorités administratives faisaient tout ce qu'elles pouvaient. Elles disciplinaient les structures locales en vue de minimaliser la possibilité des abus de la part des fonctionnaires malhonnêtes. Cela n'a pas réussi et par conséquant les principes garantissants des déportations en bon ordre et dans les conditions humanitaires n'ont pas été réalisés. Il manquait les cadres et les conditions objectives. Pourtant, on ne peut pas juger les actions des autorités polonaises et celles des cadres administratives de l'époque dans la réalisation des déportations des Allemandes uniquement à travers le prisme des manques et des défaillances.
