The author not only emphasizes the importance of the strategy document but also highlights the major obstacles and threats to its implementation. Research conducted on LGUs in Gdańsk and Bytów counties reveals key issues such as insufficient communication, lack of financial resources, organizational inefficiencies, excessive bureaucracy, poorly tailored strategy content, and environmental and energy-related constraints. The study concludes that effective implementation requires clearly defined goals, flexibility, simplified procedures, a strong human resource base, community engagement, and efficient monitoring. A notable example of good practice is the Pomorskie 2030 Strategy. The article points out that the strategic documents are often too vague and disconnected from the local reality, which makes practical application difficult. One of the most significant obstacles is poor communication – both internally within offices and externally with residents. The lack of skilled personnel in many LGUs also hampers the execution of strategic objectives. The author highlights the importance of improving ecological awareness and investing in environmentally friendly infrastructure, despite difficulties in securing funding. Simplifying administrative procedures and optimizing team workflows are essential for successful implementation. Ongoing monitoring of strategy execution enables early identification of issues and allows for timely adjustments. Collaboration with NGOs, businesses, and residents can substantially enhance strategic outcomes. The article concludes that only through integrated and professional management can local governments effectively support the sustainable development of their communities.;
Artykuł porusza temat strategii rozwoju jednostek samorządu terytorialnego (JST) jako kluczowego narzędzia planowania lokalnego i zarządzania strategicznego. Autor analizuje nie tylko znaczenie tego dokumentu, ale przede wszystkim wskazuje bariery i zagrożenia związane z jego wdrażaniem. Badania prowadzone na przykładzie JST z powiatu gdańskiego i bytowskiego ukazują problemy takie, jak: niewystarczająca komunikacja i informacja, brak środków finansowych, problemy organizacyjne, biurokracja, niedopasowanie treści strategii do lokalnych realiów, oraz ograniczenia środowiskowe i energetyczne. Autor sugeruje, że skuteczna implementacja wymaga przejrzystych celów, elastycznego podejścia, uproszczenia procedur, silnego zaplecza kadrowego, zaangażowania społeczności lokalnej oraz skutecznego monitoringu postępów. Przykładem dobrych praktyk jest Strategia Pomorze 2030. W artykule podkreślono, że sam dokument strategii bywa często zbyt ogólnikowy i niedostosowany do realiów danej gminy, co utrudnia jego zastosowanie w praktyce. Jedną z najpoważniejszych barier okazała się słaba komunikacja – zarówno wewnętrzna w urzędach, jak i z mieszkańcami. Wskazano także, że brak wystarczających kompetencji wśród kadry JST ogranicza możliwości skutecznej realizacji strategii. Autor zwraca uwagę na potrzebę zwiększenia świadomości ekologicznej i wdrażania inwestycji prośrodowiskowych, mimo trudności z ich finansowaniem. Istotna okazuje się również potrzeba uproszczenia procedur administracyjnych i lepszej organizacji pracy zespołów wdrożeniowych. Wdrożenie skutecznego monitoringu strategii pozwala na bieżące wykrywanie problemów i modyfikowanie działań. Współpraca z organizacjami pozarządowymi, firmami i mieszkańcami może znacznie zwiększyć efektywność wdrażania. Całość artykułu kończy się wnioskiem, że tylko poprzez planowe, zintegrowane i profesjonalne zarządzanie można skutecznie rozwijać poszczególne obszary społeczno-ekonomiczne w jednostkach samorządu terytorialnego.
