  After briefly describing the evolution of the so-called 'EDU system' in the multilevel protection of fundamental rights, this article focuses on its effects on the Italian legal system, in particular as regards the role of the Parliament. For several decades, the Italian Parliament has adopted some instruments and procedures for implementing the ECHR, both ex ante and ex post. In the light of the application practice, the article highlights some still permanent critical issues in giving 'parliamentary follow-up' to the ECHR: therefore, the hypothesis is put forward, on the English model, of parliamentary commissions specialized in monitoring "conventionality".;
  Il presente articolo, dopo aver descritto brevemente le evoluzioni del c.d. ‘sistema Cedu’ nella tutela multilivello dei diritti fondamentali, si sofferma sulle sue ricadute nell’ordinamento italiano, in particolare per quanto concerne il ruolo del Parlamento. Da alcuni decenni, infatti, il Parlamento italiano ha adottato alcuni strumenti e percorsi procedurali per attuare la CEDU, sia ex ante che ex post. Alla luce della prassi applicativa, l’articolo evidenzia come permangano ancora alcune criticità nel dare ‘seguito parlamentare’ alla CEDU: si avanza pertanto l’ipotesi, sul modello inglese, di commissioni parlamentari specializzate nel controllo di “convenzionalità”.
