In February 1947, a Zonal Advisory Council with a seat in Hamburg was appointed in the British zone of postwar Germany. The Council worked for over two years and one of its main achievements was the organisation in the autumn of 1947 of a constitutional debate on the future of the German state. Its participants represented six German parties: the Christian-Democratic Union CDU, the Social Democratic Party of Germany SPD, the Free Democratic Party FDP, the Communist Party of Germany KPD, the Centre Party and the German Party. There were a number of projects proposed in the course of the debate. The project presented by the CDU did not gain universal recognition and was therefore reduced to being merely one of the concepts discussed in the course of the deliberations on the political regime of postwar Germany. The SDP, on the other hand, presented a project that it had been prepared already earlier and was presented as its official standpoint regarding the political structure of the German state after the war. Therefore, even if some time later the international situation changed and the basic concepts of the Party's political strategy had to be revalued and a new project was to be drafted and submitted before the appointment of the Parliamentary Council, the official stance of the SDP contained in that project remained while the project itself constituted one of the elements of that political strategy.;
En février 1946, un Conseil consultatif de zone, ayant son siège à Hambourg, est créé dans la zone d'occupation britannique. Le débat constitutionnel, organisé sous les auspices du Conseil en automne 1947, est considéré comme l'un des évènements le plus grand survenu durant une période de plus de deux ans correspondant à l'exercice des fonctions par cette instance. Au débat ont participé les représentants de six partis allemands, à savoir: l'Union chrétienne-démocrate (CDU), le Parti social-démocrate (SPD), le Parti libéral démocrate (FDP), le Parti communiste (KPD), le Parti centriste et le Parti allemand. Le sort de chaque projet présenté à l'occasion du débat était très différent. Celui des chrétiens-démocrates n'a pas obtenu une approbation générale, s'avérant à peine l'un des concepts de régime allemand de l'après guerre examinés. Le projet des sociaux-démocrates par contre n'a pas partagé le même sort car il n'a pas été élaboré uniquement pour être soumis au débat du Conseil consultatif de zone. Cependant, c'est justement ce débat qui fournit au parti une opportunité de présenter le document, proclamé quelques semaines auparavant comme position officielle des  sociaux-démocrates en matière de régime pour l'État allemand reconstruit. Et le projet ne perdra pas son caractère même au moment où la situation internationale devra faire face à un tournant inattendu et que, par conséquent, la stratégie politique du parti imposera une réévaluation du concept en vigueur pour le remplacer la veille de la convocation du Conseil parlementaire par un nouveau projet, correspondant à l'un des éléments de la stratégie.;
Proces odbudowy niemieckiej państwowości po II wojnie światowej podążał zrazu w każdej ze stref okupacyjnych oddzielnym torem. Obejmował stopniowe przywracanie struktur administracyjnych szczebla lokalnego i tworzenie zrębów życia politycznego. Zjawisku temu towarzyszyły próby konsolidacji powstających instytucji w ramach każdej ze stref oraz koordynacji ich działalności. W strefie brytyjskiej próby takie przyniosły efekt w lutym 1946 roku w postaci utworzenia przez tamtejsze władze okupacyjne Strefowej Rady Doradczej (Zonenbeirat) z siedzibą w Hamburgu. W jej skład wchodzić mieli przedstawiciele czołowych niemieckich partii politycznych działających w strefie brytyjskiej, wysocy urzędnicy administracji niemieckiej z poszczególnych krajów i prowincji, a także eksperci z najważniejszych dziedzin życia publicznego. Już nazwa tego organu wskazywała, że miał on w pierwszym rzędzie pełnić funkcję doradczą wobec władz okupacyjnych we wszystkich sprawach dotyczących odbudowy życia publicznego na terenie strefy brytyjskiej. Poza tym do zadań Rady należeć miała koordynacja działań niemieckich organów administracyjnych i instytucji politycznych w obrębie całej strefy. Rozwój wydarzeń politycznych i zacieśniająca się integracja zachodnich stref okupacyjnych ograniczały stopniowo pole działalności Strefowej Rady Doradczej, by ostatecznie na przełomie czerwca i lipca 1948 roku położyć kres jej działalności. Mimo symbolicznych zgoła kompetencji, Strefowej Radzie Doradczej udało się odegrać istotną rolę w odbudowie życia politycznego w okupowanych Niemczech. Nierzadko oceniana bywa jako pierwsza po wojnie niemiecka instytucja o cechach parlamentu, stanowiąca nader cenny poligon doświadczalny dla głównych partii politycznych i wielu polityków, którym przyszło później decydować o obliczu politycznym Republiki Federalnej Niemiec.
