  Ethos and the Policy for Quality in Science and Higher Education

  Rationality of policy of science and higher education is based on the assumption that the aim of this policy is the best quality of research and teaching. It is widely assumed that this quality can be measured and assessed. It is determined by accepted set of indicators and parameters, that the evaluation of academic institutions is based on. Results of evaluation creates a foundation for funding. The better the institution - according to accepted indicators - the higher the funding. Does such meritocratic rule of funding distribution increases the quality of research and teaching? Author of the article claims that there is a lack of proofs for such claim. The quality of research and teaching is also influenced by the ethos of science, that determine patterns and values that regulate the role of teacher and researcher. The final part of the article includes the analysis of the relationship between academic ethos and the quality-oriented policy based on parameters and indicators.;
  Racjonalność polityki odnoszącej się do nauki i szkolnictwa wyższego opiera się na założeniu, że celem polityki jest jak najlepsza jakość badań i nauczania. Przyjmuje się przy tym, że owa jakość jest cechą stopniowalną i mierzalną. Określają ją przyjęte i ciągle doskonalone wskaźniki i parametry. Na ich podstawie dokonuje się ewaluacji dokonań placówek naukowych. Wyniki ewaluacji są podstawą finansowania. Lepszym – według przyjętych wskaźników – placówkom płaci się lepiej. Czy taka merytokratyczna zasada podziału pieniędzy poprawia jakość badań i nauczania? Według autora brak na to przekonujących dowodów. Na jakość badań i nauczania wpływa także etos nauki, określający wzory i wartości regulujące rolę nauczyciela i badacza. Końcowa część artykułu zawiera analizę związków między etosem akademickim a opartą na parametrach i wskaźnikach polityką tworzenia jakości.
