  The municipal economy is the basic system that determines the economic and social development of cities and communes. The challenge of everyday life is shaping an effective system of products and services in the field of communal management, which are crucial in terms of economic development and the quality of life of local communities. The key areas of municipal infrastructure include heat energy, waste management, water and sewage management, road transport infrastructure and municipal housing. The aim of the article is to identify the directions of development of municipal economy investment strategies on the example of municipalities of the Olsztyn poviat. After Poland joined the European Union, the investment strategy of municipalities was dominated by the trend related to obtaining the largest possible financial resources for projects in the area of municipal economy. Along with the infrastructure saturation, the investment directions of municipalities began to evolve. Qualitative research was carried out in the municipalities of the Olsztyn poviat in 2015 and repeated in 2020. The analysis of municipal infrastructure investments in 2015 indicated that the main investment directions were: the possibility of obtaining European funds, legal requirements, striving to improve the quality of services provided and economic development. The repeated survey in 2020 showed a change in the directions of implementation of municipal infrastructure investments, where the dominant factors were the issues of health protection, environmental protection, and improvement in the quality of life of residents. The main factors influencing the change of investment directions were increasing public awareness of the need to increase efforts to protect the environment and health, and to limit the impact of negative climate changes. The research confirms the change in investment directions of the surveyed communes, which is expressed in the type and number of completed investment projects.;
  Celem artykułu jest analiza strategii inwestycyjnych w infrastrukturę gospodarki komunalnej na przykładzie gmin powiatu olsztyńskiego. Po wejściu Polski do Unii Europejskiej w strategii inwestycyjnej gmin dominował trend związany z pozyskaniem jak największych środków finansowych na projekty z obszaru gospodarki komunalnej. Wraz z nasyceniem infrastrukturalnym kierunki inwestycyjne gmin zaczęły ewoluować. Głównymi czynnikami mającymi wpływ na zamianę kierunków inwestycyjnych jest: wzrost świadomości społeczeństwa odnośnie do konieczności zwiększenia wysiłków na rzecz ochrony środowiska, ochrony zdrowia, ograniczenia wpływu negatywnych zmian klimatycznych. Badania potwierdzają zmianę kierunków inwestycyjnych badanych gmin, co wyrażone jest rodzajem i liczbą zrealizowanych projektów inwestycyjnych w zakresie gospodarki komunalnej.
