Artykuł przedstawia podstawy prawne i ich ewolucję Gwardii Narodowej. Analizę rozpoczęto od Dekretu Komisji Rządzącej o ustanowieniu Gwardii Narodowej w Warszawie z 24 kwietnia 1807 r. i późniejszego dekretu z 22 czerwca tego samego roku. W dalszej części przedstawiono kolejne akty prawne, w tym wspomnianą w tytule reformę z 1811 r., która miała zmienić całkowicie tę formację, rozpoczynając jej profesjonalizację. Na koniec ukazano wyniki ankiety wysłanej do czterech prefektów: warszawskiego, łomżyńskiego, bydgoskiego i poznańskiego.
