  In the years 1956-1970 the relations between the state and the Church were increasingly tense, especially since the latter tried to win more influence in the society. In response, the state authorities intended to reduce the position of the Church through a number of administrative measures, which included i.a. refusals to allow religious meetings and gatherings for religious celebrations, or raising funds for religious purposes. In those actions, local authorities were supported by administrative penal courts whose main task was to repress the clergy and lay Catholics who had infringed the existing laws. Matters related to the activities of the Church were dealt with by specially appointed judiciary boards and documented in separate reporting files. The main penalty was pecuniary in the form of a fine, usually adjudicated in the highest amount in case of clergymen, and in lower values in case of lay offenders. The most frequent violations of the existing laws that were subject to prosecution and punishment included illegal gatherings and illegal public fund rising for religious purposes. Alongside a fine, a forfeiture of the raised sum was also common. Those repressions and penalties had, for some time, limited the activity of Polish clergy and had a negative impact on the assets of the Church, which had nevertheless came out victorious from that confrontation with communist authorities.;
  En Pologne dans les années 1956 et 1970 qui étaient la période du gouvernement de Władislaw Gomułka comme 1er secrétaire du parti comuniste, il y avait des tentions très fortes dans les relations entre l’Etat et l’Eglise. Les autorités communistes de l’Etat désiraient faire limiter la position de l’Eglise à l’aide des méthodes administratives notamment par les réfus des permissions à organiser les cérémonies religieuses et des collectes publiques d’argent aux besoins de l’Eglise. L’appareil administratif des affaires internes était soutenu par la juridiction administrative pénale qu’à ce temps-là était exercée par les ci nommés « Kolegia karno-administracyjne » (« Collèges pénalo-administratifs »), chargés de punir les personnes ecclesiastiques et laïques commettants les infractions dans ce domaine. On a formé les groupes des membres de ces collèges qui se sont spécialisés dans les infractions liées à l’activité de l’Eglise ainsi qu’un systèm spécial des rapports officiaux présentés à l’autorité suprême. La peine de base était l’amende pécuniaire qu’on infligait dans le montant maximale pour les clergés. Par contre, on traitait des laïques dans la manière plus tolerante. Le plus souvent on poursuivait et accusaient dans les affaires consistantes à organiser illégalement des réunions et des collectes plubliques dans les buts religieux sans permissions officielles. De règle, on confisquait d’argent provenant de cettes collectes. De cette répression administrative résultait une limitation de l’activité pastorale de l’Eglise Catholique et la diminution de sa base financière. Par contre, tous les amendes bien hautes et leur execution rigoureuse n’avait aucune influence sur la position de l’Eglise dans la société. Dans la confrontation avec les autorités communistes l’Eglise est sorti comme vainquer.
