Autor wskazuje, że wbrew wcześniejszym interpretacjom Polacy byli istotnym podmiotem wpływającym na kierunek i rezultaty negocjacji związanych z przyszłością gospodarczą Górnego Śląska. Niepowodzenie koncepcji utworzenia polsko-francuskiego banku na terytorium przyznanym Polsce tłumaczy niezdecydowaniem Francuzów i zmianą sytuacji gospodarczej w trakcie trwania negocjacji.
