  The aim of the article is to discuss the modes of action of local government bodies in the matter of granting scholarships to students by local government units. The research of selected resolutions and judgement of administrative courts leads to the conclusion that the authorities infrequently grant scholarships by the way of an administrative decision. This one, however, seems to be the only right way to end the proceedings in question.;
  Celem artykułu jest omówienie trybów działania organów stanowiących gmin w przedmiocie przyznawania studentom stypendium przez jednostki samorządu terytorialnego. Przegląd wybranych uchwał oraz sądownictwa administracyjnego prowadzi do wniosku, że organy rzadko przyznają stypendia w drodze decyzji administracyjnej. Ta jednak wydaje się jedyną słuszną formą zakończenia omawianego postępowania.
