  The economic situation of local government in Poland is affected by the instability of the general economic and legal environment, which affects local government units’ financial condition and the implementation of its current tasks as well as the investment ones. The aim of the article was to assess the financial situation of the local government units in Poland in relation to changes in the economic situation. Indicator analysis was used to assess the financial situation of local government units. I used a comparative analysis of selected measures of local government financial condition, which characterise their ability to grow. The analysis covered the years: 2018–2022. The analysis is based on a geographical division of units by voivodeships, which made it possible to compare the state of local government finances between different regions in Poland. In the period covered by the analysis, the performance of the budgets of the territorial local government units was influenced by changes in the economic situation, which were subsequently reflected on the financial condition of the national budget and consequently also affected the area of local government’ finances. In particular, the economic crisis caused by the COVID-19 pandemic, has had an adverse impact on the financial situation of local government units, especially when it comes to the decline in development opportunities for local government units, resulting in a consequent high decrease in investment expenditure. These disadvantageous trends were evident in the local government finances in most regions. In the studied period we have seen the persistance of disproportions in the level of economic development of individual regions. The wealthiest regions comprised of the voivodeships of Mazowieckie, Dolnośląskie, Wielkopolskie and Śląskie. Simultaneously, the local governments of these regions were characterised by a high capacity to finance development activities. Among the poorest regions we count the voivodeships of the eastern part of Poland. They had a low self-income potential, yet their high share of external funding increased their development potential, resulting in high investment expenditures. The development activities of local government require further suport from the state budget transfers. The mobilisation of funds from the new EU financial perspective for 2021–2027 and the National Reconstruction Plan should translate into maintaining the trend of investment growth in the coming years.;
  Na gospodarkę samorządu terytorialnego w Polsce oddziałuje niestabilność otoczenia gospodarczego i prawnego, rzutująca na jego kondycję finansową oraz realizację zadań bieżących i inwestycyjnych. Jako cel artykułu przyjęto ocenę sytuacji finansowej JST w Polsce na tle zmian koniunktury gospodarczej. Do oceny sytuacji finansowej jednostek samorządowych wykorzystano analizę wskaźnikową. Zastosowano analizę porównawczą wybranych miar kondycji finansowej JST, charakteryzujących ich zdolność do realizacji działań rozwojowych. Analiza objęła lata 2018–2022. Zastosowano w niej podział terytorialny jednostek samorządu terytorialnego według województw, co pozwoliło na porównanie stanu finansów samorządowych między regionami w kraju.
