After Gdansk was captured by the Red Army in March 1945, Polish settlers began arriving, the vast majority of whom were members of the Roman Catholic Church and were looking for churches which would allow them to satiate their spiritual needs. However, the priests they encountered in many parishes were local priests of the Diocese of Gdansk, from Germany or Pomerania. Even though most of them knew Polish, the new arrivals associated them with the hated Germans. On the other hand, Polish priests coming to Gdansk were faced with resistance from the Bishop of Gdansk Carl Maria Splett, who initially did not include them in the structures of the diocese (although he was not opposed to their settlement and pastoral work). The discussion of the situation surrounding the clergy in Gdansk in mid-1945 is motivated by the annexed edited petition of the Polish Catholics from Wrzeszcz, submitted in June 1945, demanding that the Polish authorities intervene in the bishop’s activities – that they restore the Polish parish of the closed church of St. Stanislaus, Bishop and Martyr, which the Germans converted into a garage in 1939, and that they place a Polish representative in the episcopal curia. It appears that this was not a grassroots initiative, but rather one prompted by political operatives (Polish Socialist Party) as part of the endeavours of the city authorities aiming to polonise the city as quickly as possible. This meant the removal of all Germans, including the clergy. The text of the document also went hand in hand with a campaign in the press attacking the Catholic Church through anti-German sentiments; the campaign created the political background for the arrest of Bishop Splett and cancelling the concordat.;
Po zdobyciu Gdańska przez Armię Czerwoną w marcu 1945 r. rozpoczął się napływ polskich osadników, należących w swej masie do Kościoła rzymskokatolickiego i w nowym miejscu poszukujących kościołów, w których mogliby realizować swoje potrzeby duchowe. W wielu parafiach spotykali jednak lokalnych księży diecezji gdańskiej, pochodzenia niemieckiego bądź pomorskiego, którzy choć w większości znali język polski, to przybyszom częściej kojarzyli się ze znienawidzonymi okupantami. Z kolei napływający do Gdańska polscy księża natrafiali na opór biskupa gdańskiego Carla Marii Spletta, który z początku nie włączał ich w struktury diecezjalne (choć nie był przeciwny ich osiedlaniu się i podejmowaniu pracy duszpasterskiej). Pretekstem do podjęcia rozważań na temat sytuacji duszpasterskiej w Gdańsku w połowie 1945 r. jest edytowana w aneksie petycja z czerwca 1945 r. polskich wiernych z Wrzeszcza, domagających się interwencji polskich władz w działalność biskupa: przywrócenia polskiej parafii przy nieczynnym kościele św. Stanisława BM (zamienionym przez Niemców w 1939 r. w garaż) i ustanowienia polskiego przedstawiciela w kurii biskupiej. Wiele wskazuje na to, że inicjatywa nie była oddolna, lecz zainicjowana przez czynniki polityczne (PPS) w ramach działań władz miasta zmierzających do jego jak najszybszej polonizacji, z czym łączyło się usunięcie wszystkich Niemców, w tym osób duchownych. Treść dokumentu współgrała przy tym z kampanią prasową atakującą Kościół katolicki za pomocą antyniemieckich resentymentów, która przygotowała grunt polityczny pod aresztowanie bp. Spletta, a następnie zerwanie konkordatu.
