he paper was based on the author’s survey research conducted, in 2018, among executive bodies of municipalities and districts which cooperate within the framework of Integrated Territorial Investments (ITIs) for provincial capitals. The goal of the research was i.a. to get to know local leaders’ opinions about factors which determine relations within each of 17 ITI partnerships. In the paper the attempt was made to answer the following questions: how is the legal form of an ITI evaluated and what does it prove? What factors determine relations between representatives of local governments as part of cooperation? How is durability of ITI partnerships evaluated? Will cooperation in urban functional areas of provincial capitals be continued after the end of EU funding?;
Artykuł oparto na wynikach autorskich badań ankietowych przeprowadzonych w 2018 r. wśród prezydentów, burmistrzów, wójtów, starostów współpracujących w ramach struktur Zintegrowanych Inwestycji Terytorialnych utworzonych dla miast wojewódzkich. Celem badania było m.in. poznanie opinii liderów lokalnych na temat czynników determinujących relacje w ramach każdego z 17 partnerstw ZIT. W artykule podjęto się odpowiedzi na pytania: jak oceniana jest i o czym świadczy przyjęta forma prawna ZIT, jakie czynniki determinują relacje między samorządowcami w ramach współpracy w ZIT, jak oceniana jest trwałość zawiązanych na potrzeby ZIT partnerstw, czy współpraca w miejskich obszarach funkcjonalnych ośrodków wojewódzkich będzie kontynuowana po zakończeniu unijnego dofinansowania?
