  Instytuty badawcze są państwowymi jednostkami organizacyjnymi posiadającymi osobowość prawną, powoływanymi w celu prowadzenia badań naukowych ukierunkowanych na gospodarcze zastosowanie. W obecnym stanie prawnym są podmiotami pozostającymi poza sektorem finansów publicznych. Stan ten może budzić wątpliwości. W artykule poddano analizie status prawny instytutów badawczych i charakter prowadzonej przez nie działalności.
