  Supporting local and regional development may serve new forms of local government cooperation which would encourage a greater level of participation by residents in decisions taken by local government institutions. These would be equipped with new legal and financial instruments to stimulate local economic development. The structures for widening local community participation in the implementation of public duties must be funded appropriately to ensure the economy is run effectively.;
  Wspieraniu rozwoju lokalnego i regionalnego mogą służyć nowe formy współdziałania w samorządzie terytorialnym, które w większym stopniu włączałyby mieszkańców w podejmowanie decyzji przez jednostki samorządu terytorialnego. Te instytucje byłyby wyposażone w instrumenty prawno-finansowe stymulujące rozwój gospodarki samorządu terytorialnego. Formy poszerzania udziału społeczności lokalnych w realizację zadań publicznych muszą mieć zapewnione źródła ich finansowania umożliwiające prowadzenie efektywnej gospodarki
