  The decision on the degree of government supervision and protection concerning the Roman Catholic clergy and the funds in their possession was signed by Tsar Alexander I on 6/18 March 1817. However, it was never published in the Journal of Laws of the Kingdom of Poland. Nevertheless, it was in force throughout the entire period of the partitions. It regulated the legal status of not only the clergy but of the Catholic Church as a religious institution in the matters of: contacts with the Holy See, communication between the clergy and the government, making appointments to church offices, admissions to religious orders, church discipline, and church funds. Compliance with this legal act was binding and the entities in the hierarchical structure of the Catholic Church and the administrative authorities of the Kingdom of Poland at various levels, especially the Government Commission for Religious Affairs and Public Enlightenment, were clearly indicated in this context.;
  Postanowienie o stopniu dozoru i opieki rządu nad duchowieństwem rzymskokatolickim i funduszami przez nich posiadanymi zostało podpisane przez cara Aleksandra I 6/18 marca 1817 r. Nigdy jednak nie zostało ogłoszone w Dzienniku Praw Królestwa Polskiego. Mimo to obowiązywało przez cały okres zaborów. Regulowało status prawny, nie tylko duchowieństwa, ale także Kościoła katolickiego jako instytucji religijnej w sprawach: kontaktów ze Stolicą Apostolską, komunikacji duchowieństwa z rządem, obsadzania urzędów kościelnych i przyjmowania do zakonów, karności kościelnej oraz funduszów kościelnych. Do przestrzegania tego aktu prawnego zobowiązano wyraźnie wskazane w nim podmioty w hierarchicznym ustroju Kościoła katolickiego oraz władze administracyjne Królestwa Polskiego różnych szczebli z Komisją Rządową Spraw Duchownych i Oświecenia Publicznego na czele.
